It turns out, the sink cap covers a hole for the faucet in case it should be installed the other way around. Once the silver cap is removed, it can fit a soap dispenser.

She says that the new sink dispenser can be easily purchased on Amazon.
Just pop off the cap on your sink and install the new one.
